2026 Zoning Update - What’s Changing in the Proposed Zoning Map?
The proposed zoning changes update how Pikeville’s neighborhoods are zoned to reflect how the city is built today and to support responsible future growth. These changes reflect new state law requirements and are intended... to modernize the zoning ordinance while protecting existing neighborhoods and expanding housing opportunities.
Some of the key changes include:
🏘 Neighborhood Districts
• Organized based on the housing patterns identified during the city’s neighborhood study
• Compatibility standards ensure new homes fit the character of surrounding homes while complying with the new state law
• Applies equally to site-built and newer manufactured homes as required by state law
🏢 Updated Multi-Family Housing Districts
• Modernizes multi-family zoning districts
• Provides more flexibility for different housing types
• Creates additional opportunities for housing in appropriate areas
🛍 Commercial Areas
• Clarifies rules for residential uses located within commercial zoning districts
• Supports businesses while maintaining neighborhood character

The Kentucky Transportation Cabinet District 12 has announced a rockfall stabilization project on the Pikeville Bypass (KY 1426) near Pikeville Medical Center beginning April 20, after Hillbilly Days.
The project will require ...temporary closures and detours this summer, so drivers should plan ahead and expect changes to normal traffic patterns. Drivers turning onto the bypass from Chloe Road will likely experience long delays at the intersection.
We appreciate the Cabinet working with the City to address this important safety issue.

The Pike County – Elkhorn City – Pikeville Joint Planning Commission will hold a public meeting to discuss proposed updates to the City of Pikeville’s zoning ordinance.

2026 Zoning Updates - How the City Studied Pikeville’s Neighborhoods
In order to comply with new state law, the proposed zoning update is based on a detailed study of neighborhoods across the city.
Over the past year, city staff evaluated how Pikeville has developed and how ...zoning regulations can better reflect existing neighborhood patterns.
📊 Neighborhood Analysis
Just over 100 single-family residential neighborhoods were reviewed to better understand how different parts of the city are built today.
🏠 Housing Inventory
The study documented the characteristics of homes throughout the city, including:
• Housing types
• Lot sizes
• Home sizes
• Roof slopes
• Exterior materials
• Other neighborhood architectural features and development patterns
📏 Compatibility Standards
Using that information, the proposal includes compatibility standards designed to guide future development so that new construction fits reasonably within existing neighborhood patterns and helps protect existing home values while still allowing for additional housing opportunities.

The goal of this work is to encourage future growth and redevelopment while ensuring that it remains consistent with the character of Pikeville’s established neighborhoods.
