While all public parking in Downtown Pikeville is free, it is important to note that some spaces have time limits while many others do not. You can download a map here to see these unlimited time lots, map provided without download to the right, or you can view them on the ARC GIS Map mentioned above. Among these unlimited time limited parking lots are the parking garage (543 spaces), River Fill Parking (250 spaces), the Parking Lot in the rear of the Appalachian Center for the Arts (21 spaces), the Pikeville Police Station Back Lot near Hambley Boulevard and Pike Street (52 spaces, and the End of Main Street Parking Lot (77 spaces_ that is located across Main Street from the Historical York House. In addition, there are 80 spaces of free, on-street parking without time limits located on Hambley Boulevard between Elm Street and Pike Street. Altogether, there are just over 1,000 free anytime public parking spaces located in Downtown Pikeville.
Most downtown events occur either at the Appalachian Wireless Arena, the Appalachian Center for the Arts, or on downtown streets. On weekends or after 5:00pm, on-street parking is free with no time limit. In addition, parking on Hambley Boulevard, in the River Fill Parking Lot, and the other anytime parking lots mentioned above is free with no time limit. When you include the normally reserved, first floor parking, there are well over 600 free spaces available in the parking garage located two blocks from the Arena and adjacent to the Hampton Inn, across Hambley Boulevard from the University of Pikeville. In addition to these, there are over 1,000 additional spaces located in other public and private lots located within a five-minute walk of the Arena. That adds up to over 2,200 spaces available for downtown events.
The parking garage mentioned above is located at 805 Hambley Boulevard immediately adjacent to the Hampton Inn and across Hambley Boulevard from the University of Pikeville. There are well over 500 free spaces available in the parking garage from the Hambley Boulevard entrance. One elevated crosswalk leads directly from the second floor of the parking garage onto the University of Pikeville and another leads to the City Park. This is the best place to park for those staying at the Hampton Inn. It is also the closest place to park when festivals have closed the downtown streets. The City of Pikeville has implemented a monitoring system from the Hambley Boulevard entrance which provides real time updates on the number of available parking spaces. These updates are displayed on both a sign above the Hambley entrance and the City of Pikeville web page at pikevilleky.gov.
Most parking spaces located in the heart of Downtown Pikeville have 2-hour parking designations that are in effect from 8 a.m. to 5 p.m. Monday through Friday. There are also some parking spaces designated as 30-minute or 15-minute parking to allow for curbside pickup from downtown businesses. Spaces designated as handicap spaces are allow two times the standard time limit.
Parking Enforcement plays a vital role in maintaining the vitality of downtowns across the country and Pikeville’s downtown is no different. Limiting the amount of time a space is occupied by one vehicle decreases parking-caused traffic and double parking which improves the parking experience for potential patrons. It also improves the efficiency of pick ups and drop offs for delivery drivers and patrons alike. On-street parking is for downtown business customers and all of these factors contribute to the economic success of our downtown.
Parking time limits are actively enforced by a camera system utilizing automated license play recognition (ALPR) technology. Other violations such as illegally parking in a handicap space, parking on the sidewalk, or parking in a loading zone are enforced by the Pikeville Police Department or other city employees designated by the Commission.
Please note that failure to pay tickets or having more than three outstanding tickets can result in the vehicle being towed or disabled, either of which will result in additional fees.
